Understanding California's Latest Financial Moves - An Overview of New State Fees and Taxes

In the 2023-24 session, California lawmakers considered over $203.5 billion in new taxes and fees. Key proposals included a wealth tax, a government-run health care system needing hundreds of billions in new taxes, a tax on oil company profits, a corporate tax hike to the nation's highest, and various fee increases. The state budget for 2023-24 is $310.8 billion, with projected deficits of $15-18 billion annually over three years, potentially leading to more tax and fee proposals.

Major Bills:

1. AB 1690 (Government-Funded Health Care): Proposes over $162.8 billion in taxes for a single-payer system.

2. AB 259/ACA 3 (Wealth Tax): Aims to tax various assets, generating $22.3 billion, unique to California.

3. SB 220 (Corporate Tax Increase): Suggests raising corporate taxes, costing $7.2 billion in 2023-24 and $6 billion annually after.

4. AB 119 (Managed Care Organization Tax Extension): Extends an existing tax, raising $8.2 billion.

The report covers 93 tax and fee proposals from the session, with 58 yet to be quantified. It follows Proposition 26's definition of a tax and includes measures imposing or intending to impose higher taxes or fees. Revenue estimates are based on legislative and state tax agency analyses, using the lowest figures in ranges for calculations. Bills with identical taxes or fees are counted once in the total revenue estimate. Proposals generating less than $1 million annually are excluded.

Understanding the Serious Brain Impacts And Hidden Dangers of Ignoring Depression

Untreated major depressive disorder (MDD) can cause significant changes in the brain, including abnormal activity in emotion-regulating regions, brain atrophy, and altered neurotransmission, potentially affecting memory and cognitive functions. Symptoms of MDD include persistent depressed mood, loss of interest in activities, appetite and sleep changes, cognitive difficulties, and feelings of guilt or worthlessness. While the exact causes of MDD are complex and varied, effective treatment, typically a combination of medication and psychotherapy, can reverse many cognitive changes. Antidepressants used include SSRIs, SNRIs, TCAs, and others, with therapy options like cognitive behavioral therapy and electroconvulsive therapy also being effective.
