Irvine to Launch Independent Public Library System, Ending Partnership with OCPL

The City of Irvine is transitioning from the Orange County Public Libraries (OCPL) system to establish its own independent Irvine Public Library System. This decision, made unanimously by the Irvine City Council, was driven by financial considerations and a desire to enhance local library services. Currently, Irvine contributes approximately $17 million annually to OCPL but receives only about $5 million in library services. The new system is expected to save taxpayer dollars, expand and modernize existing library facilities, and result in the construction of two new libraries—one at the Great Park and another in Woodbridge.
To keep the community informed and involved, the City is hosting informational meetings:
March 26 at 7:00 PM – Stonegate Elementary School (100 Honors)
April 10 at 6:30 PM – University Community Center (1 Beech Tree Lane)
A Frequently Asked Questions (FAQ) document has been made available to address common concerns. Residents are also encouraged to contact the City via email, [email protected], with any additional questions.
Missing Irvine Resident – Public Urged to Help Find Jianhua ShangGuan
![]() | ![]() |
Authorities are asking for the public’s help in locating Jianhua ShangGuan, a 53-year-old resident of Irvine who has been missing since the early morning of March 22. He was last seen leaving his home at 5 a.m., and surveillance footage captured his silver Toyota RAV4 (CA license plate 9ANG107) exiting the Reserve at Orchard Hills at 5:28 a.m. Since then, there have been no sightings or activity on his license plate. Concern grows as he left behind his wallet and cell phone, and family members reported a handgun missing from his home. While he is not considered a threat to the community, police advise using caution and contacting authorities immediately if you see him or his vehicle.
E-Bike Fire in Irvine: OCFA’s Quick Response and What You Can Do to Stay Safe

An e-bike battery recently caught fire while in use, highlighting the serious dangers of lithium-ion battery fires. These fires can burn extremely hot, emit toxic gases, and may explode within seconds. If a fire occurs, evacuate the area immediately and call 9-1-1. The Orange County Fire Authority (OCFA) responded quickly and effectively to control the fire. To help prevent similar incidents, OCFA shared the following safety tips:
Use batteries certified by a Nationally Recognized Testing Lab (NRTL)
Follow the manufacturer’s instructions for use, storage, charging, and maintenance
Do not overload electrical outlets when charging devices
Keep batteries out of direct sunlight and hot vehicles
Only use the original charging cords that came with the device
Join the American Mahjongg Club – Weekly Meetups at Woodbridge Community Center

The American Mahjongg Club at the Woodbridge Community Center meets every Thursday from 12:30–3:30 p.m. and offers a fun, social way to challenge your mind through this tile-based strategy game. Led by residents Banoo and Sondra, the club is best for intermediate players, but beginners are welcome to observe and learn. Participants are encouraged to bring their own Mahjongg sets and current-year cards to ensure enough games for all.
To join, email [email protected]. For class registration, visit 31 Creek Road or call (949) 786-1800.

Pizza, Pillows & Playtime: Parent’s Night Off Offers Fun for Kids

Parents looking for a fun night off can sign their kids up for Parent's Night Off at the Woodbridge Community Center on Friday, April 4 from 5:30–10:30 p.m.
Designed for children ages 3–12 (potty-trained only), the evening includes a pizza dinner, games, and a G or PG-rated movie.
Kids are welcome to bring a sleeping bag, blanket, or pillow for extra comfort.
The cost is $30 per child, and advance registration is required—no walk-ins accepted, and the event typically sells out quickly.
To register, visit the Community Center at 31 Creek Road or call (949) 786-1800 during normal business hours.

Sinus Infections Explained: Symptoms, Treatment, and When Urgent Care Is the Right Call

Sinus infections (sinusitis) can be uncomfortable and sometimes serious if left untreated. While many cases clear up on their own, others may need medical attention. Here's what you need to know:
Causes & Symptoms: Sinusitis can be caused by viruses, bacteria, fungi, allergies, or irritants like smoke or chemicals. Common symptoms include nasal congestion, facial pain, headache, fever, fatigue, and loss of smell.
When to Visit Urgent Care: Seek care if symptoms last more than 10 days, worsen, or you have a fever over 100.4°F. Over-the-counter meds may help, but stronger treatment may be needed.
Diagnosis & Treatment: Diagnosis is based on your symptoms and history. Mild cases may be treated with nasal sprays, decongestants, and pain relievers. Antibiotics are only prescribed for bacterial infections.
Cold vs. Sinus Infection: Colds are shorter (under 10 days) and involve sneezing, sore throat, and mild fever. Sinus infections involve more facial pressure and thicker nasal discharge.
